Work will focus on enhancing customer digital experience
ARLINGTON, Va.; Jan. 7, 2016 – The U.S. Securities and Exchange Commission (SEC) has awarded Accenture Federal Services a support services contract to create an improved user experience for SEC.gov, the agency’s public-facing website. Under the terms of the contract, Accenture will also provide content management user training and operations and maintenance for the site. The work, which is part of an ongoing effort to modernize the site, will be done under a five-year, $17.9 million contract.
SEC.gov is one of the federal government’s busiest websites, with more than 562 million page views every month. Through SEC.gov, investors use the Electronic Data Gathering and Retrieval (EDGAR) system to search more than 21 million disclosure documents.
Under the contract, Accenture will provide visual style updates and other improvements to help make the agency’s websites more flexible, informative, easier to navigate and secure – not only improving the customer experience for investors, public companies and citizens, but also allowing the SEC to consistently and reliably deliver timely and accurate information to its users.
In addition to the content management user training and round-the-clock operations and maintenance, plans also include continued consolidation of existing technology platforms, roll- out of a document management solution to complement the existing web content management solution, social media integration, a responsive mobile framework and improvements to existing site, content and user analytics capabilities.
“The SEC is at the forefront of digital strategies and modernization and, with enhanced web content and document management capabilities, the agency will continue to demonstrate its commitment to delivering high quality user experience,” said Elaine Beeman, who leads Accenture’s work with federal civilian agencies.
The SEC is a regulatory agency charged with protecting investors and overseeing the U.S. financial securities markets, including securities exchanges, securities brokers and dealers, investment advisors and mutual funds. The agency’s website provides information on decisions and rule interpretations that protect the interests of investors. The website collects thousands of tips, complaints and referrals on possible securities law violations

The sum total of events have destroyed my finances. In Danville someone stole my my $40,000 coin collection, my inheritance of $400,000 was taken with the help of police officers, attorneys and others.In 2004 persons near Alamo 1st Ward began a well planned campaign and now ten years later I'm still getting attacked. If my theory that my 2004 Arson threads to the Gas Line Explosions then the weight of these disasters would give ample reason to for persons to silence me and they've known my efforts long before I connected the fires. By DAVID STOUTMAY 5, 2006WASHINGTON, May 5 — Porter J. Goss abruptly resigned today as director of the Central Intelligence Agency, a post that had been diminished in the restructuring of the intelligence bureaucracy after the Sept. 11 attacks.
With Mr. Goss sitting next to him in the Oval Office, President Bush said the director had offered his resignation this morning. "I've accepted it," Mr. Bush said, praising the retiring director for his "candid advice" and his integrity.
The president said Mr. Goss had led the C.I.A. "ably" through a period of transition, and that he had "helped make this country a safer place." Mr. Bush did not mention a successor, but The Associated Press reported that a senior administration official said one could be chosen as soon as Monday.
Mr. Goss said it had been "a very distinct honor and privilege" to lead the C.I.A. "I would like to report to you that the agency is back on a very even keel and sailing well," Mr. Goss said. He did not explain his decision, and both he and Mr. Bush ignored questions after making their statements.
But it was no secret in Washington that Mr. Goss and John D. Negroponte, the director of national intelligence whose position came into existence as the result of the Sept. 11 attacks, had engaged in turf battles. Mr. Negroponte was at the Oval Office announcement, but said nothing.
Mr. Goss's time with the C.I.A. was marked by the departure of many long-time agency officials, some of whom complained that he had been overly political in his approach to his job. Mr. Goss sometimes appeared uncomfortable in the office, as when he remarked in early 2005 that the workload was heavy and he sometimes felt pulled in different directions.

Mr. Goss's departure comes as the president and his top aides are trying to reinvigorate an administration whose public support has sagged in recent public opinion surveys. The new White House chief of staff, Joshua Bolten, has already announced some changes and has said that more are on the way. And he pointedly invited people who were thinking of leaving the administration by the end of the year to step down a lot sooner.
Mr. Goss, a former Republican Congressman from Florida who headed the House Intelligence Committee and was once a C.I.A. officer, became director in September 2004, succeeding George J. Tenet. His tenure was, as Mr. Bush said, a time of transition _ and undeniably a painful one.
The C.I.A., whose prestige had suffered from intelligence failures on terrorism and Iraq before Mr. Goss arrived, was further reduced in power and official stature by the reorganization of intelligence-gathering that followed the post-mortems over the attacks on the World Trade Center and the Pentagon on Sept. 11, 2001.
The independent bipartisan commission that investigated the 9/11 attacks recommended the creation of a new post, national intelligence director, that would have supreme power over the C.I.A., the Federal Bureau of Investigation and other agencies in the far-flung intelligence bureaucracy.
Congress accepted that recommendation, creating the new post, which is now filled by Mr. Negroponte, former ambassador to the United Nations and Iraq. He displaced the C.I.A. director as the president's principal intelligence adviser and took what had been Mr. Goss's seat at meetings of the president's key national security aides.
When he took over the C.I.A. in September 2004, Mr. Goss vowed to work hard at "breaking some molds" and getting "more and more of our officers out of Washington." The C.I.A. and the F.B.I. were both criticized by the 9/11 commission.
Mr. Bush said today that Mr. Goss had "instilled a sense of professionalism" at the C.I.A. "He honors the proud history of the C.I.A., an organization that is known for secrecy and accountability," Mr. Bush said.
But Senator Pat Roberts, the Kansas Republican who heads the Senate Intelligence Committee, issued a somewhat tepid statement. The senator praised Mr. Goss for his service and acknowledged that he had taken over at a difficult time. "Porter made some significant improvements at the C.I.A.," Mr. Roberts said, "but I think even he would say they still have some way to go."

With her election by the Board of Directors, Kane will serve as a Senior Vice President directly reporting to PG&E Corporation Chairman, CEO and President Tony Earley with additional reporting responsibility to the Audit Committee of the Board of Directors.
Kane's appointment is the result of a global search for the newly created position of a Senior Vice President to serve as Chief Ethics and Compliance Officer at PG&E. The creation of this position is part of PG&E's commitment to strengthen its ethics and compliance program and performance.
"Julie Kane has deep experience in ethics, compliance and corporate citizenship programs across several industries. She will put that experience to good use as we continue our journey to develop an ethics and compliance program that is second to none. In her new position, Ms. Kane will be responsible for:
- Building a best-in-class ethics and compliance program and overseeing its implementation;
- Overseeing company-wide programs for compliance reporting and related investigatory processes, and improving processes for prevention, detection, and investigation of any potential non-compliant activities;
- Strengthening ethics and compliance-related training;
- Reinforcing PG&E's ethics and compliance culture, as well as the company's compliance management system; and
- Identifying areas of ethics and compliance risk, and developing preventive and corrective action plans.
Kane joins PG&E, effective May 18, 2015, from her current role as Vice President, General Counsel & Compliance Officer, North America & Corporate Functions, for Avon Products Inc. Prior to her role with Avon, she held a number of senior roles with Novartis Corporation and its affiliates over a 25-year period, culminating in her role as Vice President, Ethics and Compliance for Novartis Corporation. Kane’s other Novartis roles included Vice President, Ethics and Compliance and Corporate Citizenship for Novartis Pharmaceuticals Corporation, and Vice President, Health, Safety and Environment and Chief Environmental Counsel for Novartis Corporation.
She holds an undergraduate degree in political science from Williams College, Williamstown, Mass., and a law degree from the University of San Francisco School of Law. Kane is a member of the California state bar.
In 2014, PG&E self-reported apparent violations dating back to 2010 related to CPUC rules governing ex parte communications. The company took immediate and definitive action to address these issues as part of its commitment to achieve the highest level of ethics and compliance.
As part of that effort, PG&E created the new position of Chief Ethics and Compliance Officer as a Senior Vice President reporting directly to the PG&E Chairman and CEO Tony Earley and the Board's Audit Committee. Ms. Kane will fill this position.

In 2010, A PG&E High Performance Engineer was in my offices in the weeks preceding the explosion and then afterward Then I m0000et with DA Mark Peterson about my F-250 explosion that occurred in August 2004 that nearly killed me, not long after the Kinder Morgan Fuel Line exploded in Walnut Creek CA on Nov. 9th, then out of nowhere in Feb 2011, your vendor Ravenel Enterprises Inc hired me to perform Post Fire Services. I was sent to Newman, Modesto, Concord, Walnut Creek and meetings at various sites near PG&E Offices. By summer I was in jail, beaten and then my car was totaled in an attempt to take my life. I called and reached in-house counsel Kelly Lack who responded with call the Labor Board and somehow PG&E felt my story wasn't important and over time I uncovered facts leading to more facts. One important fact is when Peter A. Darbee was CFO at SBS services I was involved with a project brought down during 9/11 and just like PG&E I wasn't paid. Ravenel played all kinds of games with me but they cleverly connected me to important locations in the NTSB Cover Up. One day I found the Scott Franke Video posted as #pgewitness. While attempting to remedy payment I came to 55 Beale to meet with someone or anyone who would be willing to listen about the 20,000 pages of sensitive PG&E Documents stolen from my laptop but you wouldn't listen. Then you endured the sniper attack where former FERC Chairman Wellinghoff said it was the worst attack ever, funny I went to my files to discover that the MPOE maps were on my laptop, about six months later someone shot the tires of my friend using a DU round. Then from there I discovered Howard V. Golub name and it was Howard and his brother Joel the former Judge that knows the cops in the CNET Scandal that was near me in 2004 when I was nearly burned alive. I did everything possible to reach the mother ship in charge, I was rebuked over and over, via the PUCpapers.org I found the people fired that hired me, then when the Brian Cherry story bubbled up I came back to SF. It's pathetic being threatened with arrest by G4S Security at Sen. Feinstein's offices then coming over to PG&E to endure the same thing. After being rebuked again and again I penned the Brian Cherry Letter about the theft/ breach, and connection to domestic terrorism which you possess.
Within days a Federal Grand Jury issued the July 28th, 2014 superseding indictment which is the same case PG&E was convicted in Federal Court, now your PSA videos are explaining to the public how you've changed, how good and wholesome the NEW PG&E is, how you intend to "HELP" the environment with Solar, Wind Etc., that via your Federal Probation you are to behave. So here we are over seven years of events binding Pete Bennett to actors from PG&E like Howard Golub whose brother took my license on the same day the Pipeline blew in Walnut Creek.

Then one day this story pops up about AB-535 Amber Alert and there are my friend and her daughter who were found with their heads blown off in June 2005. I finally found out what happened to her 10 years later. Then not long after the July incidents in 2014, I appeared at Contra Costa BOS meeting on Sept. 23rd, 2014 - watch me patch your explosion to mine and Walnut Creek. Four days later my family was murdered "The Strack Murders", I called again nothing frm the Mother Ship. It took several years of research to find Howard who was paraded by the FBI near me a few months ago. He tried to say hi like were buddies but I yelled back my sons were kidnapped by you, screw off and during all this I was being beaten all the time, enduring hundreds of concussions by the hands of another of people clearly trying to kill me but still again the Mother Ship - stays far afield letting shipmates being attacked by sharks. I even took my concord story to City Attorney Mark Coon who was going to deliver me an investigation but decided suicide was his way out, even my nephews committed suicide, like my roommate David Bremer in the county jail overseen by DA Peterson and Sheriff Livingston who've known all the way to the 1988 murders of my employee and friend who worked for CEO Steve Burd at Safeway who knows Southern Pacific Attorney Rick Kopf who likely killed my witness in Bennett v. Southern Pacific in 1989, in fact the list is very long. Your story has claimed family, my sons were kidnapped by Golub and WCPD officers now fired, but I still live on threat of death as you search for "the Unarmed Constituent" where a Walnut Creek officer looked like he wanted to shoot me dead. it's been a thrilling ride along with MeyersNave who poached 80 million from your coffers while I'm filing specific claims with Walnut Creek and providing WC Attorney Steve Mattas is double-dealing me with his inside advantage and guess where we're both defrauded. The difference is all I wanted was to raise my sons, live a decent life and retire early. I worked, PG&E was my client in the 80s' where I built custom cabinets for many east bay locations. I was able to call AP for early payments, forgiveness on discounts and extra business. I've done millions in business and never had anyone trespass me to avoid payment. your videos are all wrong you need the pictures sitting on top of site. I found the Linda Curry murder under SCE where Gov. Brown's Pal Peevey was her boss in 1993, Grieg and Curry under Peevey both dead. Please call the US Attorney's offices and let them know that you haven't paid me and probably never will. Ravenel was hired to hire me to obstruct the investigation and the documents lost now endanger the Northern California Economy with an omnipresent threat to one of worlds largest economies where Accenture is bleeding you dry with "failed reinventions of thyself" and one day Pierre Nanterme visited my LinkedIn profile and someone faking PG&E law enforcement did the same. Focus: PG&E San Bruno Explosion, Bennett was subcontracted to PG&E in February 2001. Bennett was assigned to work on the Post Fire issues specific to the deadly Sept. 2010 explosion in San Bruno CA. By summer Bennett was in jail, his car totaled and sons kidnapped by officers bent on disrupting Bennett's income.

The explosion accident has been a murder investigation from day one as was the 2004 Kinder Morgan explosion in Walnut Creek CA but my personal story brings in wide cast of characters from Governors to Presidents to the real power CEOs of Chevron, PG&E, City of Walnut Creek, Mountain Cascade Construction, Modern Continental (Boston Big Dig) and CalFire plus the Contra Costa County District Attorneys Offices who negotiated a large self-serving fine.

(Sec. 1) Directs the Secretary of Transportation to reduce the amount apportioned for a surface transportation program, project, or activity for FY2015 by amounts apportioned or allocated under the Highway and Transportation Funding Act of 2014 for the period from October 1, 2014, through May 31, 2015.
TITLE I--SURFACE TRANSPORTATION PROGRAM EXTENSION
Subtitle A--Federal-Aid Highways
(Sec. 1001) Amends the Highway and Transportation Funding Act of 2014 to continue from October 1, 2014, through July 31, 2015, and authorizes appropriations through that period for, specified federal-aid highway programs under:
- the Moving Ahead for Progress in the 21st Century Act (MAP-21),
- the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Technical Corrections Act of 2008,
- SAFETEA-LU,
- the Transportation Equity Act for the 21st Century (TEA-21),
- the National Highway System Designation Act of 1995,
- the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), and
- other specified law.
Amends the Moving Ahead for Progress in the 21st Century Act (MAP-21) to authorize appropriations out of the general fund of the Treasury for the Tribal High Priority Projects program for the same period.
Prescribes an obligation ceiling of $33,528,284,932 for federal-aid highway and highway safety construction programs for the same period.
(Sec. 1002) Authorizes appropriations from the HTF (other than the Mass Transit Account) for administrative expenses of the federal-aid highway program for the same period.
Subtitle B--Extension of Highway Safety Programs
(Sec. 1101) Amends MAP-21 to extend for the same period the authorization of appropriations for National Highway Traffic Safety Administration (NHTSA) safety programs, including:
- highway safety research and development,
- national priority safety programs,
- the National Driver Register,
- the High Visibility Enforcement Program, and
- NHTSA administrative expenses.
Sets aside a specified amount of the total apportionment to states for highway safety programs for a cooperative program to research and evaluate priority highway safety countermeasures for the same period.
(Sec. 1102) Extends for the same period the authorization of appropriations for Federal Motor Carrier Safety Administration (FMCSA) programs, including:
- motor carrier safety grants,
- FMCSA administrative expenses,
- commercial driver's license program improvement grants,
- border enforcement grants,
- performance and registration information system management grants,
- commercial vehicle information systems and networks deployment grants,
- safety data improvement grants,
- a set-aside for high priority activities that improve commercial motor vehicle safety and compliance with commercial motor vehicle safety regulations,
- a set-aside for new entrant motor carrier audit grants,
- FMCSA outreach and education, and
- the commercial motor vehicle operators grant program.
Subtitle C--Public Transportation Programs
(Sec. 1201) Extends for the same period the apportionment of nonurbanized (rural) area formula grants for competitive grants and formula grants for public transportation on Indian reservations.
(Sec. 1202) Extends the apportionment of urbanized area formula grants for passenger ferry projects for the same period.
(Sec. 1203) Extends for the same period the authorization of appropriations from the HTF Mass Transit Account for:
- formula grants for public transportation, including allocations for specified projects;
- research, development demonstration, and deployment projects;
- the transit cooperative research program;
- technical assistance and standards development grants;
- human resources and training grants;
- capital investment grants; and
- administrative expenses.
Subtitle D--Hazardous Materials
(Sec. 1301) Authorizes appropriations for the same period for hazardous materials (hazmat) transportation safety projects.
Authorizes the Secretary to make certain expenditures, including an amount for hazmat training grants, from the Hazardous Materials Emergency Preparedness Fund for the same period.
TITLE II--REVENUE PROVISIONS
(Sec. 2001) Amends the Internal Revenue Code to extend through July 31, 2015, the authority for expenditures from: (1) the HTF Highway and Mass Transit Accounts, (2) the Sport Fish Restoration and Boating Trust Fund, and (3) the Leaking Underground Storage Tank Trust Fund.

A fireball several stories high roared out of the ground near downtown Walnut Creek on Tuesday, killing two construction workers, injuring six and leaving two workers missing after a crew accidentally cut an underground jet fuel line. The blast occurred about a quarter-mile away from the intersection of Newell Avenue and South Broadway, where two crews contracted by Mountain Cascade Inc. of Livermore were installing a large water main for the East Bay Municipal Utility District. One group of workers was welding in a trench, and a second group was digging another trench with a backhoe that apparently broke a pipeline that carries aviation fuel from Concord to the San Jose International Airport, said EBMUD spokesman Charles Hardyand Walnut Creek police investigating the accident.

Ellen Sabaduquia, 54, of Walnut Creek was driving on Broadway at 1:30 p.m. when the inferno shot out of the ground a few feet from her Toyota minivan. She watched in horror as two screaming men emerged from the hole, engulfed in flames. "I thought I was in Fallujah for a moment," Sabaduquia told The Chronicle, her voice trembling. "It almost looked like slow motion from a horror movie." Sabaduquia said she wanted to get out and pick up the workers, but the flames were too ferocious and she was forced to throw her vehicle into reverse. The six workers who were injured were all burned -- three critically, authorities said.
Those with the worst injuries were airlifted to Doctors Medical Center in San Pablo in critical condition with burns over 40 to 60 percent of their bodies, said hospital spokeswoman Paula Ferron. Two victims were airlifted to John Muir Medical Center in Walnut Creek with burns so severe they were transported again to a burn center at UC Davis, according to a hospital spokeswoman. There was no information available on the sixth burn victim.
Initial reports by authorities had three workers dead, but later in the evening police said that they had confirmed two fatalities and retrieved the bodies of those victims. Authorities did not disclose the names of the dead or the missing. The accident sparked a series of underground explosions, sent a huge column of black smoke into the sky, burned one home and damaged several others on Doris Avenue, and prompted the evacuations of Las Lomas High School and Muirwood Elementary. "This is the worst day of my life," said Bill Williams of Mountain Cascade, general contractor for EBMUD's $180 million Walnut Creek-San Ramon Valley Improvement Project to increase water flow in the area.
Williams fielded phone calls Tuesday afternoon from worried wives and scanned work rosters to try to figure out who was unaccounted for. The explosion rattled shops at nearby Broadway Plaza and caused students to jump in their seats.
The force was so intense it blew out the windows of several apartments on Creekside Drive across the street and charred the cab of an 18-wheeler parked near the construction site. Initially, firefighters were prevented from approaching the searing hot flames, so they were forced to keep the public away and wait for the gasoline to burn out. Firefighters capped the pipeline at cutoff valves in Concord and Alamo, and the inferno receded about 90 minutes later, said Steve Maiero, battalion chief of the Contra Costa Fire Protection District.
They discovered two bodies in or near the hole, Maiero said. The jet fuel line, owned by Kinder Morgan Energy Partners of Houston, was marked on maps that construction workers were using, according to Eugene Braithwaite, director of operations for the company's northern region.
Kinder Morgan is under investigation in a separate incident in which 85,000 gallons of fuel spilled from one of its pipelines into the Suisun Marsh last April. Braithwaite said as soon as it was safe, Kinder Morgan would assess how to clean up the Walnut Creek pipe break, possibly using vacuum pumps to remove any residual fuel. A few Doris Avenue residents spent the night with friends or in hotels with help from the Red Cross. Among them were Enos and Leto Chabot, who lost the back half of their two-story home at 2053 Doris Ave. The fireball rose 90 feet from the construction pit, up a concrete wall and burned their entire backyard, melting the windows on their back wall. The couple were having lunch at the Hick'ry Pit restaurant nearby when they heard the boom, and they returned home to find their neighbors evacuated to a street corner a few blocks away. "The important thing is we're OK," said Leto Chabot. "We have insurance, but this will take months to get fixed." At Las Lomas High, Sarah Jones, 16, said she was in her physics class when she heard what she thought was someone dropping something on the roof.
Students were instructed over the loudspeaker to stay inside, then told to evacuate to Civic Park. They could see the plume of black smoke from the parking lot. "I don't think we were so much scared as confused," Jones said. "Because nobody told us what was going on."
The evacuation went smoothly, however, because nearly all the students had cell phones and could call their parents to come get them. Only about 50 of the school's 1,700 students made it to Civic Park, and the rest went to downtown coffee shops and juice bars to wait for their parents. As darkness fell, authorities used a robot to shoot close-up photographs of the accident scene.
